Measure: Motion - Limit Debate

Steven P. Rubin, Member of District 3, made a motion that the time to speak for the remainder of the meeting will be limited to two (2) minutes per speaker, per motion, except that the proponent and principal opponent (the latter to be determined by the Moderator) shall be entitled to speak for five (5) minutes each, which was duly moved and seconded.
